  1. Bring the quinoa and water to a boil. Reduce heat, cover, and simmer for 15 minutes or until the water is absorbed. Fluff with a fork and let cool.
  2. In a large bowl, combine the cooked quinoa, cucumber, bell pepper, red onion, and parsley.
  3. In a small bowl, whisk together the lemon juice, olive oil, salt, and pepper.
  4. Pour the dressing over the quinoa mixture and toss to coat evenly.
  5. Chill for at least 30 minutes before serving for best flavor.
